Surface water from hill causing flooding

Sent to Lincolnshire County Council less than a minute later. Council ref: 382459.

There is a dyke that runs alongside our property. About halfway along the property it enters a pipe and goes under the road into another dyke. Heavy downpour the dyke fills as the bore of the pipe is insufficient to cope, causing flooding
