Dual carriageway flooded no signage or lighting

A17 Newark Road frequently floods with standing water from rainfall and dyke overflowing going across both lanes of the dual carriageway. The water does not drain away. There is no safety signage in place to warn drivers of the risks of flooding or potential flooding to the area. The road is in darkness along the stretch towards Holdingham roundabout so you are unable to see the standing water until you are on it. This presents many driving hazards and risk resulting in very dangerous conditions. As a result of these conditions on Wednesday 23rd December 2020 a car was not driving to the conditions and subsequently crashed into myself and my partner resulting in serious injury.
