Water cascading out of natural spring, freezing accross both sides of the road

There is a natural spring on this part of the hill causing water to flow down the hill. in the cold weather this water is obviously freezing and causing ice, black ice and slush accross the road. unless you know the road and are prepared for it, it is impossible to see prior to getting there and there have clearly been several cars that have slipped off the road and into the grass verge and hedgerow, knocking down a street sign. It is only a matter of time until there is a more serious accident. It really is a huge problem. the water also flows down the path at the side of the raod making it really dangerous to walk on, its like a skating rink. pedestrians are forced to walk on the road, again causing a safety issue
