Pavement and side of road floods when it rains

I have been reporting this problem for around two years now. Nobody from highways seems remotely interested in fixing this. Every time it rains, the pavement and the side of the road floods. It makes the pavement unusable and causes loads of spray by passing vehicles. The pavement is also full of mud and rubbish which has been left over from the floods. There now appears to be multiple holes appearing in it too, which are hazardous.
Is anyone bothered about this problem or will I have to keep reporting it here until something is done about this? Nobody seems to care.
Interestingly, I note that another housing development is due to be given the go ahead around the corner from here. One of the main selling points from the developer is the ability to walk into Pinchbeck. Shame the highways department aren't interested in maintaining the pavements to support this.
