Street lights not on

Sent to Lincolnshire County Council less than a minute later. Council ref: 385866.
For the last week I have noticed that the street lights are not on when I leave for work around 0600. At this time its still very dark. Im sure all the lights in the area are quite new. Do they have photo cells on them or are they indeed faulty? I'm sure this is a recent problem as it seems very obvious to me how pitch black it is, something I don't recall a previous. Part Night street lights are not controlled with a time clock, but each street light has an individual controller that monitors daylight and measures the length of the day between dawn and dusk. From this the controller determines the mid-point of the night and when to switch the street light 'off'. The start of the 'off' period equates roughly to Midnight, but this can vary throughout the year due to seasonal variations and changeable weather conditions. Just at the moment and throughout the Spring the 'off' period starts after Midnight, meaning the street lights don't switch back 'on' again until after 06:00 hrs. Please be assured this is not due to a technical fault and the street lights are working normally. But this will continue until the clocks change to British Summer Time at the end of March, and while this is unfortunate it is unavoidable and is only temporary. Thank you for reporting this matter.
