Traffic cones put out by residents on public highway causing obstruction

Abbey Park in Louth is an adopted road and since some building works have been started the residents on Abbey Park have taken it upon himself to put traffic cones out on the road to prevent members of the public lawfully parking. My 12 year old son is disabled and has very limited mobility - meaning he cannot walk very far having had two stem cell transplants - we are forced to park a significant distance because this residents unlawful behaviour. We have no off road parking that can be used and this is causing significant anxiety - he is very confrontational. I have tried to explain that he can’t put cones out without a permit but he isn’t bothered. Please could someone help this is putting my sons health at risk. This has been going on about 3 weeks.
