Flooded footpath

Sent to Lincolnshire County Council less than a minute later. Council ref: 388660.
The road dips towards the kerb and water gathers creating a large puddle. This then overflows the kerb and runs onto the pathway dragging mud and stones with it. When HGV's and cars drive through the puddle ( Unavoidable), the water id further splashed onto the path leading to puddles more than three inches deep. The recent freezing weather has caused the water to freeze on the hedge which has drooped over the path blocking it further. The puddles have frozen over increasing the hazard.

There is no drain to clean, the water gathers at the kerbside, runs over the kerb and onto the verge which then runs down onto the path dragging mud and stones with it. How do you propose to clean the mud, and stones from the path, which is at least two inches deep for about 30ft ?
