3 allotments flooded at junction of Lincoln road and linga lane dyke can’t manage excess water

These 3 Allotments measure 37 x 27 yards and have been flooded for 5 months and the water has only just gone down as we’ve had on rain. The drains have collapsed, as the excess water usually runs down linga lane to Croft lane out of the village and into a dyke behind the last house on the left, and this year he’s had nothing in his dyke at all for the first time ever. The same happened 10 years ago apparently it got fixed but now it’s back worse than ever. I reported my allotment being flooded in 2019 as a blockage which you cleared but this is so bad we’re having to replace nearly all crops and plants, it so bad I don’t think we’ll be opening our allotment in open gardens this year.

We had rain on the 5th May (yesterday) which has consequently refilled the dyke with just that one days rainfall, and it wasn’t raining all day either. I’d hate for it to rain for a few days and us get flooded out again. Could you tell me were we stand with our allotments and damages please, and who we’d claim from if we did get flooded again, as we’ve spent a lot of time, love and money trying to replace all our stock and repainting furniture. We’ve had rain again today 8th May, which has now caused the dyke that’s behind the patio area to over flow onto the patio and onto the reseeded lawn that the flood killed last time round, as you can see the water table level is high all over the allotment if we get one more days rain we’ll be flooded again, please help.

This is a blocked drain under the road that should be taking water out of the village, but it is backing up damaging property.
Please can I have an update on the investigation? Do we need a joint meeting online or in person between Parish Council, Allotment holders, Upper Witham Drainage Board and Highways. What is needed to get this fixed, please?
