Two street lights not working in Normandy Close cul-de-sac

Normandy Close is a T-shaped cul-de-sac. Two street lights to the right in the Normandy Close cul-de-sac have not worked for literally years and is in total darkness at night. This is the largest part of the cul-de-sac with about 10 bungalows for elderly/disabled. The other part of the cul-de-sac, with about 5 bungalows, has two lights working, but those lights don't benefit the side of the Close that is in darkness. We had hoped that this would have been picked up on before now, but hasn't. Elderly people live there, and their elderly family and friends visit. For the sake of their safety please have these two street lights repaired.
