Surface water drain

Sent to Lincolnshire County Council less than a minute later. Council ref: 395955.

The surface water drain is washing my garden away. This has now made my fence drop and where is was a 6ft drop it is now a 12 foot drop. I have reported it to the Witham Fourth Drainage board engineer but because it is above 5 metre contour it is not their responsibility. They referred me to the enviromatal agencies and they have stated it is the county councils responsibility. Please can someone advise me what or who can help me.
