Dip in road and blocked drain - Constant splashing of the property wall due to standing water in the dip - over 2 years - has washed away cement from the wall.

This needs urgent attention, as this is causing serious damage to garden wall this has been ongoing for over 2 years with continual contact by phone and nothing happening. Can you tell me who is responsible for this damage to my garden wall.
