Red light but manual stop/go signs ?

Sent to Lincolnshire County Council less than a minute later. Council ref: 397498.
3pm 26th May was nearly an accident. There were red traffic lights northbound but a worker was waving traffic through. Without warning he flipped the "go" sign to "stop" causing the car in front to swerve suddenly to he curb leaving us with no where to go as the steady line of traffic was already on the other side of the carriageway trying to avoid the traffic lights that seem to have been parked on the northbound carriageway for no reason. You can;t suddenly expect a whole line of traffic to stop given that fact that were were all filtering through around 30 mph one after the other - stop / go signs have no "amber" to anticipate the change and our only option was to continue to avoid stopping in the middle of the carrriageway and then obstruct oncoming traffic. We did not apprechiate the shouting at us - more warning of the priority change please in a traffic train or please wait for a break in the traffic to stop these kind of issues on a main trunk road. Better still get the lights working so as not to be showing us poor drivers a red stop sign but waving us through at the same time. Too confusing.

Thank you for your enquiry regarding the issue you had on the A46. We are sorry for the issues you describe and it is unfortunate that this was the case. The works seem to relate to some patching works being undertaken by our contractors to repair failed sections of carriageway. These works were undertaken using temporary traffic signals, so for the majority this would have been the traffic management in place. However, from what you describe there must have been a period whereby the operatives where using Stop/Go boards for a short period. This would only be the case should the existing traffic signals be faulty and the boards are used until replacements can be sourced, or they are also used on occasion if the traffic signals are being moved to a new position for the next patch location. Either way, this is a recognised way of working and they are entitled to control the traffic this way. However, when using this form of control, the operatives should be monitoring the traffic and be aware of the flows, changing between Stop & Go at sensible breaks in the traffic to avoid issues such as that described. Obviously changing the boards in the middle of a line of traffic is not good practise and can, as in this case, be potentially dangerous. Due to your enquiry, we will ask that these comments are passed to the contractor to speak with the relevant operatives to discuss and remind them of good practise. Once again we apologise for any distress caused. Thank you for reporting this matter.
