Very bad grass cutting

Sent to Lincolnshire County Council less than a minute later. Council ref: 399352.
The grass has been treated to a lawn mower which is blunt or an idiot on a lawnmower who’s never been on one before has any one from the council been and inspected the mess around the estate my 7 year old grandson could have cut it better Or is it because it’s not cut enough only 3 times a year when do we get a rebate?? enough is enough do it properly

I’m very sorry I don’t think you understand the estate has paid for work to be done with in the rates and should have been done to a higher standard then you have first the grass was cut with a flail mower witch is for embankments and large fields there is another comment I have to make I have heard you are hoping that all the residents will get fed up and cut it them self that has come from one of your work force hope to hear you reply Regards Paul

Highway verge cutting is the responsibility of Lincolnshire County Council in its role as Highway Authority. As Highway Authority, there is a statutory duty to cut grass for safety reasons, for example where grass impedes visibility at road junctions. The majority of urban grass cutting in areas such as North Hykeham previously funded by the County Council was for amenity or aesthetic reasons and is therefore a discretionary service rather than a mandatory duty. The County Council has been faced with some difficult decisions to ensure it delivers services within a balanced budget, which is a legal requirement. Since 2017 through its budget setting process, it has therefore been agreed to initially only fund two and now three safety cuts to highway grass per year throughout Lincolnshire regardless of location. In previous years most of the highway verges in North Hykeham have been maintained to an amenity standard on our behalf by North Kesteven District Council and in 2017 they decided to continue to cut these areas more frequently at their expense as they were included in their contract for cutting open spaces. However, as of 1st April 2020 North Kesteven District Council entered into a new environmental maintenance contract which only included grassed areas that they are responsible for maintaining so all of the highway verges in North Hykeham are now part of our cutting programme. Our first cut was carried out w/c 26th April, the second was programmed for w/c 14th June, and the final cut is planned for w/c 6th September. Our cuts dates are selected to fall in line with expected growth patterns through the growing season but the grass will obviously be longer and more difficult to cut. Therefore the standard that can be achieved will also inevitably be lower than previous years and compared to the open spaces that NKDC continue to cut to an amenity standard may appear uncut. This year we have seen exceptional growth between the first and second cut which has resulted in some issues being reported with regards to safety at junctions.
