Drain over flowing after recent rain fall and threatening a property

Sent to Lincolnshire County Council less than a minute later. Council ref: 400405.

The property is up for sale (no 8 - I am the owner, but not the tenant), during a 2nd visit from the proposed buyer, they noticed that the nearby drain was overflowing and the over spill water was flooding the external parts of the property. Anglian water have been round to inspect their drains and I was advised that the issue was a blocked drain "belonging to the council". This is a sticking point on the sale, so would appreciate a quick resolution
