Blocked drain with mud

Sent to Lincolnshire County Council less than a minute later. Council ref: 401476.
The drain at the bottom of Stanley street (left hand side) has been covered by mud. The problem seems to have been caused by the garden of the house backing into the street. The soil from their garden is being washed into the drain so it is now covered with soil and the water no longer flows freely into the drain. This has been ongoing for quite sometime since the fencing been changed and lifted about the ground compared to its previous height.
