2 x fields planted with wheat, blocking public footpath

Sent to Lincolnshire County Council less than a minute later. Council ref: 402263.
The landowner has obscured and blocked the public footpath across 2 whole fields by planting crops between Martin Road and the B1189. The wheat is approximately 4 ft high and the landowner has failed to restore/make good the footpath to at least 1m within the 14 days stipulated by law. The landowner has created clear verges to suit his own access but is quite militant in his approach to PROW and has shown no interest in restoring access across the fields. The public footpath is completely inaccessible and hence the route is unusable and has been for approx 30 days. Your help in restoring access, would be very much appreciated. Thank you.

I understand from the Parish Council that you have written to the landowner, however to date, the footpath remains covered. Could you please update me as to any enforcement powers you will apply once the 14 days has expired? Thank you.

Can you please explain why this case has been tagged as "No further action"? The footpath/PROW remains blocked. The attached photos were taken at 1500 on Sunday 22nd Aug. The Wheat has been cut but the pathway remains completely obscured and access is very difficult. The cut wheat is now 6 inch stubble which my dog cannot walk on. The landowner has recently cut many access points/verges to suit his own need (see attached) but to date still hasn't complied with the law and made good the footpath across the 2 fields which remain impassable. Since raising this query, other than via this site I have no communication from NKDC which I find disappointing. In my opinion the case is not closed and urgent further action is required to resolve it. Did anyone from NKDC inspect the footpath before deciding no further action was appropriate? I would suggest that you don't take the landowners word in this as the photos clearly show that the footpath remains blocked. This was originally reported 26 July and the lack of enforcement action is disappointing. I would appreciate someone contacting me to explain the circumstances as I am unhappy at the level of service to date.
