Cones all over path and on road

Someone has done it again, a member of the public has put cones all over the place on the a52 at the roundabout, these are on the path and road at the bollards. Can they be removed as they have no lights on, most are broken and both a traffic and pedestrian hazard. Also cant you use the CCTV in this area to see who keeps doing this and prosecute them?
