Drain by kerb not taking water

Sent to Lincolnshire County Council less than a minute later. Council ref: 402861.

Water is seeping from under a stretch of path/kerb stones onto the road. Probably because the nearby drain is higher than the road it is not taking the water which the flows towards the next drain which is also higher than the road and backs up. When it reaches a certain height it crosses the road, flows towards another drain which is full, and near to overflowing. My concern is that the kerbstone accessing my front gate is lowered and the last time this happened (July 2007) my living room was within an inch of being flooded. Please assess and rectify before any more rain!
