Temporary Traffic Lights at Roadworks

Sent to Lincolnshire County Council less than a minute later. Council ref: 402986.

"Temporary" traffic lights at the junction of Middlefield Lane and Foxby Lane are back again and have been for the last couple of weeks. In total, there have been 10 weeks of delays on this road. Why. What takes 10 weeks to complete, when the road is not being improved or altered in any way? Presumeably, this is to provide services to the adjoining building site. Why is LCC allowing this to happen? Besides, obviously, that they have been paid thousands by the builders for the relevant permissions etc. and this is of more importance than the concerrns of taxpayers who fund the LCC.
