Sent to Lincolnshire County Council 35 minutes later. Council ref: 403137.
I wish to request a warning sign to be placed along Town Drove in order to warn drivers of the risk of meeting horse riders. I have been asked to place this request on here by the local councilor.

Lincolnshire is a rural county and we sincerely hope that drivers fully expect to encounter other highway users on these local roads – cyclists, horse riders, pedestrians, and drive accordingly. We are sure this is not the case everywhere unfortunately but because there are so many miles of local road we do have to limit the use of warning signs to where they are most needed and will have the most impact. If they are installed too frequently this reduces driver observation of them, and where they are really needed their effectiveness is reduced. In the case of horse warning signs we would expect there to be significant and frequent usage by accompanied horses before installing signs, e.g. at a busy livery yard or riding school where horses are regularly crossing a road or travelling along it for some distance. We can appreciate how vulnerable you may feel while riding on these roads and we're sorry that we cannot assist more. All users of this road need to take responsibility for their own safety and for the safety of other highway users. We imagine that many drivers using Town Drove are local and aware of the conditions, and a warning sign is unfortunately unlikely to influence their driving behaviour. Thank you for reporting this matter.
