Extremely overgrown, cannot walk down it without being attacked by thorns, nettles etc

This is a public right of way that cannot be used because its so overgrown!! Ruskington parish council informed me that you are responsible for the up keep. Because are parish council has decided that 90% of Ruskington is going to be " nature places " now , withno dogs off lead and wasp nests everywhere, we have very limited places to walk our dogs now.
