Overgrown hedge on blind corner

There are 2 problems; firstly the hedge on the corner of Newark Road and Thorpe Lane is overgrown and obstructing the footpath and exacerbating the 2nd problem which is that cyclists using this pavement come round the blind corner at speed with no consideration at all for pedestrians who are potentially coming along Thorpe Lane, on 3 occasions over the last 4 months both my wife and I have been involved in collisions with cyclists on this corner. So far no one has been hurt but on 1 of the occasions in which I was involved the cyclist was moving so fast that I had to push his handlebars to avoid injury, this forced him into Newark Road where he only just avoided a passing lorry. Should this happen to a mother and toddler or someone not so strong on their feet there is going to be a serious accident either to a pedestrian hit by a cyclist or by a cyclist going under a vehicle on Newark Road, The hedge needs cutting back and there needs to be some method of slowing down or preventing cyclists from tearing round this corner. The angle of the corner is less than 90 degrees so it really is completely blind.
