Manhole/drain cover on road/cycleway problem

Sent to Lincolnshire County Council less than a minute later. Council ref: 4166002.

Apologies if sent though with wrong code, wasn't exactly sure how to get this raised. The section of road was previously protected by rising bollards that was only supposed to be used for emergency vehicle access but someone apparently cut these out a couple of months ago with a large stihl saw and now vehicles are using it as a cut through. A piece of land adjacent looks like it is being developed and not sure if something to do with that. Can we investigate and put back the bollards and ensure vehicles are no longer using this road. This is dangerous and among other things, is causing danger for vehicles trying to leave their drives in the street preceding.
