One side of joint cycle / footpath completely blocked

Sent to Lincolnshire County Council less than a minute later. Council ref: 404045.
A twin cycle and pedestrian path has one side completely blocked by an overgrown tree / shrub and the pathway is overgrown. The path links Bolingbroke rd with Brakenborough rd. Visibility for the cyclist . pedestrian is almost non existent. Leading to possible collision with a pedestrian or cyclist when leaving or entering the cycle path as both share one side. This pathway is used by many cyclists. Cannot see anyone approaching on a pathway or vehicles on the the road from one direction. The attached picture clearly shows one side completely blocked and preventing vision either direction.

I have received a response from East Lindsey Council. They state that this is the responsibility of yourselves (LCC). If you disagree could you please contact them and resolve responsibility please as I am in no position to do this.
