Turning circle for emergency vehicles being used by cars

Sent to Lincolnshire County Council less than a minute later. Council ref: 404873.
The Riverside Hotel is situated at the end of the road which is a dead end. No parking is painted on the highway so the road and a footpath is not blocked. To the left is a concreted area which you can see is being used for parking ( a black car is parked in the photo) and a commercial waste bin. My query is who owns this area as we believe it is the only way an emergency vehicle can turn round.

The concrete area is owned by Lincolnshire County Council, this is not an official turning space for vehicles and there are no parking restrictions in this section to prevent vehicles from parking in this area. Thank you for reporting this matter.

This issue was discussed at the parish council meeting and we believe this is a health & safety issue, can the area be designated no parking or clearly designated as a turning circle for emergency vehicles.
