Road sensors not working?

Sent to Lincolnshire County Council less than a minute later. Council ref: 405121.

These lights may appear to be on a timer, they are changing to red when nothing is on the roundabout. My car will have triggered the sensors if working but they appear not to change, even at 4am. They seem to just change on a set sequence which isn't always ideal for traffic flow.
