Thank you for your recent enquiry regarding the above works and the associated diversion route. When carrying out these type of works a Road Closure is used as a last resort when other forms of Traffic Management including 'Temporary Traffic Signals' can be carried out safely. A full road closure was necessary on the rural 60MPH section of the B1189 between the villages of Billinghay & Walcott and agreed on the initial site visit by representatives of LCC and Balfour Beatty. This section of the B1189 is narrow for this classification of road at 5.7m, and together with the Plant & Equipment required for this type of works as well as a 1.2m 'site safety zone' we were unable to achieve the required absolute minimum width for any motorized vehicles to travel through this site. The absolute minimum width being 3.0m for Normal traffic including buses and HGV's & 2.5m for Cars and light vehicles only. This is in accordance to 'Safety at Street Works and Road Works – A Code of Practice' October 2013. We are however keeping the carriageway open to pedestrians & cyclists for the duration of the closure with a temporary coned off footway on the opposite side of the works. The official diversion route is – B1189 Walcott; B1191 (via Scopwick); B1188 (via Ruskington); A153; B1189 Billinghay and vice versa, as we have to use like for like roads of the same or higher classification of the road which is closed. We appreciate that there will be an increase in traffic on minor roads, especially from those with local knowledge. This road is being monitored by Highways Officers for the duration of the works and if necessary additional signage will also be placed at strategic points on main routes well in advance of the works, so as to advise motorists, especially those from outside the area of the closure. During the road closure the minor roads will be monitored for any further surface defects and kept in a safe condition. Once the closure is lifted any damaged verges will be reinstated to its original condition and any defects caused as a result of the works will be repaired. The whole of the official diversion route is part of our winter maintenance network and treated as and when conditions dictate. Signs will be placed on these alternate routes advising motorists that the road is not subject to winter maintenance activities. Unfortunately we cannot close the fen road as residents need access to their properties as well as delivery / service and agricultural vehicles. Although the works are scheduled to last until 24th December we are hoping to lift the closure in late November / early December subject to any unforeseen circumstances such as adverse weather conditions. We are currently speaking to our H&S team to see if anything can be done help resolve these problems and will also contact Lincolnshire Road Safety Partnership for advice.
