Storm drain floods every time it rains

Earlier this year as a result of multiple complaints about the highways drain in front of my house flooding, some remedial work was done. The dropped kerb was lifted by about 45degrees as determined by highways agency. This has slightly remedied the problem in as much as it now takes longer for my drive and back garden to flood. The exact problem I believe is that the drain is below the level of the main drain in seas end road. This means when we get heavy or sustained rainfall water runs down the close to the drain I question and floods the whole bottom end of the close. In the last rainfall my drive flooded whilst I was at work as did my neighbors. I wil reiterate my comments from the original complaint that this fills my private drain and runs into my septic tank. This will silt it up and stop the soak away from working. As rainfall is now more frequent this problem will get worse. As you are aware of the problem, if not rectified fully it could have consequences if the houses flooding in the future. At no time has anyone from the highways department contacted me directly to discuss the issue. I feel this should be rectified.
