New gate put across bridge ramp illegally

Sent to Lincolnshire County Council less than a minute later. Council ref: 408020.
For some reason a gate has been erected across the shared cycleway/footway/bridleway which is noncompliant as it requires disabled cyclists to dismount as well as stopping some wheelchair users which is illegal as it contravenes the equalities act. This gate is not needed or justified in anyway so please could it be removed at the earliest opportunity

Thank you for removing the non-compliant gate from the bottom of the ramp, however the new fence chicane erected has access issues like previous which prevents legal access.
Firstly LTN1/20 suggests that chicanes should not be used, and instead recommends using just a simple central bollard to prevent motor vehicular access.
And second of all, a ridden horse (or even one being lead) cannot navigate around the chicane. This path is signed as a shared bridleway/cycleway/footpath and as such needs to be accessible by horse. Even if a lead horse could navigate the chicane, there would need to be a dismounting block provided for a horse rider to mount and dismount.
Please could the issue be fixed by removing the chicane barrier, if a barrier is actually needed (which I highly doubt), just put simple central bollard in.
Putting in these massive barriers only disincentive active travel and prevent legal access.

We are sorry we are not acting further on this request. As you know this gate was removed following complaints regarding difficulties experienced when trying to access/exit the footpath on mobility scooters. We are afraid that whilst the placement of a bollard was considered this would not address safety concerns regarding the fast exit of cyclists onto the live carriageway at the bottom of the gradient. We have received no complaints from equestrians regarding access on horseback and do not believe the chicane causes a significant obstruction to those highway users. Thank you for reporting this matter.

Is safety concerns regarding the fast exit of cyclists onto the live carriageway at the bottom of the gradient really a concern? Before the bypass, traffic would pass along this route at 40mph+, but cyclists going no faster than 25mph is an issue? The junction onto the actual road (Bloxholm Road) has priority very well defined and "fast cyclists" do have breaks and eyes they can use to not be a "safety issue". I've contacted the BHS myself to contact you on Horse access specific issues since I believe the current arrangement are not appropriate. Also why is there only a barrier on the Southern ramp and not the Northern one, the Northern one actually goes onto a "live carriageway" at its bottom whilst the southern one goes onto an access road.
It will be quicker & cheaper for LCC if you just remove the barrier and put a single central bollard in its place. Because I'm just going to have to escalate the issue higher and higher until something does happen, which may include Active Travel England at some point which could will effect LCC's reputation and potential future funding.
