Hedging and debris

I am a member of SWPC and we would like to establish whether the hedging at the edge of properties bordering the High Street is the responsibility of the home owners in Hill view Road. The affected properties are 1, 5, 7 and 9. The issue of where the boundary is of each property seems to be the issue. Can we have some clarity please? The path has debris from the bank and the hedging juts out over the path and makes it difficult for anyone with a pushchair to negotiate without stepping into the road.

If ownership is not apparent the land registry should be approached for definitive ownership details. Then it is usual for Parish Councils to carry out initial enforcement of private hedgerows once ownership of has been established. If owners fail to respond this may be passed to Lincolnshire County Council for further enforcement.
