Left traffic signal London Road over level crossing red after barriers rise

There is a usual sequence for the lights at the London Road, Mareham Lane, level crossing/Southgate traffic lights. One set is Southgate and left from London Road onto Southgate. Then London Road straight and left, and Mareham Lane straight, then London Road stop to allow right turn Mareham Lane onto Southgate. When a level crossing goes down and then goes back up, the first instance of light change is allow Southgate going south go onto London Road and Mareham Lane, usually this set would also allow London Road left onto Southgate go but they don’t, they stay red. During peak time and when barriers go up and down a few times, this causes a lot of queuing on London Road trying to get onto Southgate.
