Raised slab coming from the car park

There has been a raised slab coming from the Burghley car park going down into Hereward Street for over a year now. It's one of the two steps that lead into the street. It is raised over 2 inches more than it should be. Someone has stuck some hazard tape on it to make people aware of it, but the tape is hanging off now. I have tried reporting it the the owners of the car park. But no one seems to be taking responsibility for this issue, If it snows and gets hidden I feel it will be more of a hazard. A lot of elderly people use this entry into the car park to go into the town from Browning Court.
