You can report this to them at https://www.e-lindsey.gov.uk/ contact-us The footway is safe to use as long as pedestrians proceed with caution due to the leaf coverage. Lincolnshire County Council can not be held responsible for a very small number of pedestrians who choose to walk in the carriageway. Thank you for reporting this matter.
