Pavement obstructed again by hedge

Sent to Lincolnshire County Council less than a minute later. Council ref: 410090.

The owners of Payground Court seem unwilling to properly cut their hedge back within their boundary so it does not obstruct the pavement. It is given a poor quality clip and the debris left on the pavement. It has grown again and requires a proper hack back and the pavement scraping to make it clear. There is a blind chap living on a road off London Road and this kind of obstruction is dangerous for us all but especially him and the owner should be prosecuted if unwilling to do the cut back properly as failing the equality act . Thanks for any help you can offer
