Continuous flowing water, Icing up, road getting damaged

Hi
I have reported this previously. Today with my neighbour we did some investigation. I have tested the water that's flowing and its hard water not rain water (approx 400PMM) I also tested rain water and this tested soft straight away. My neighbour will report this to the water board. This is a problem for past 4 years at least, there is problems with the Old Barn where the drains in the garden to tend to flood. I understand there was discussion to have a pipe put in across to the opposite ditch. There is a new owner there now and there is scope for a healthy discussion about this as an option and to get it resolved. Over the weekend this road iced over and was treacherous and I fear someone will have an accident at some point as they tend to drive above the 30 MPH limit as there is no repeater signage once you leave the main village. The road surface is again in very poor condition around the junction with the farm track leading to Wood Cottages.

Water has been tested it is NOT Anglian Water, I have uploaded recent street view 29/11/21 along with insert photo taken in the last week showing new damage to road and water that comes from roadside ditch before the The Barn property. Water collects here then exits from open ended drainpipe outside of the bard property as detailed in Council ref: 411122.
