Logs / muddy verge and ton bag on pavement

Sent to Lincolnshire County Council less than a minute later. Council ref: 411395.
Outside 73 Barrowby Road Grantham are - all on the public pavement x 5 logs x 1 yellow ton bag full of waste and a very muddy grass verge.
Walking home I was using the public footpath and almost tripped over the logs that are dumped on the pavement, and then to be faced with a ton bag thats also on the public pavement, not to mention the state of the verge by this person parking on it.
I also note on this report that in the high winds the logs were in the road, and could easily cause a road incident, and these items are on a public pavement and have been so for 4 months. The road is an A road and as such this could cause a crash to cars hitting these items if they end up in the road, if a cyclist hits them even death. Pedestrians could trip and injury themselves or fall into the road because of this.
The person is not only causing the potential health and safety issue, they are also churning up an LCC verge on the main entrance into Grantham making it look a mess.
I note on fix my street its been reported over 4 months ago and states enforcement action being taken, but as yet no sign of this.

Bag was almost on the main A52 road today, its just filled with rubbish, also the logs are right on the kerb edge and also likely to fall onto the main A52 road. Its 3 months now, why is the resident of 73 Barrowby Road allowed to keep all this waste on the edge of the A52 and on a public footpath? If there is an accident LCC will be liable as have known for over 3 months now.
