Sent to Lincolnshire County Council less than a minute later. Council ref: 1813467.

Reports from colleagues: Utility contractor working in the pavement. Was there yesterday and stated they are back today. They are working unsafely without a proper permit. Large drum of cable overhanging the pavment. Improper signing & guarding leaving a manhole cover open to pedestrians at times. Please investigate.
