Trees and bushes overgrown

Sent to Lincolnshire County Council less than a minute later. Council ref: 412141.
First half of length of cycle path from Dixon Street past Boultham Avenue and towards Firth Road has high hedges and bushes. Seriously good felling and pruning down to head height from 20 feet high would enable street lights to spread their light better. This was reported by another person. But, 30 Nove 21, report has been closed down as 'Not the council's responsibility' [Items were thrown at houses in Foster Street by people hiding in bushes].
So, who IS responsible for these bushes?? I will make the complaint-but who do I contact? I use the path as a cyclist and this section has deteriorated a lot. Thank you.

This area is very dangerous at night due to the streetlights being obstructed and limited visibility. I have had items thrown at me from within the bushes recently. Please can the council respond to this request as soon as practically possible.
