Standing water on pavement/pedestrian crossing

Sent to Lincolnshire County Council less than a minute later. Council ref: 412670.
This has been an issue since the crossing was installed back in 2012 outside of 72/74 Lincoln Road, North Hykeham. Each year since it has consistently got worse. As you can see from the picture everytime it rains you can't use the pavement. So pedestrians are either walking on the wet grass/potential of slipping/falling or walking out on the road.
Either way a nice potential claim against the council.
