Overgrown hedge (also a safety hazard) needs trimming

I have been asked to raise this issue by the Committee of the Minster Fields Community Group, which was created by residents of the ongoing Minster Fields housing development in Lincoln.
The field immediately south-east of the Nettleham Road roundabout on the Lincoln Bypass (i.e. at the junction of the A15 [formerly the A158], the A46 and the B1182) is communal land used for the benefit of residents of Minster Fields. There is a hedge separating the Bypass from the field. Householders in Minster Fields contribute via a management company to the cost of clipping the internal (i.e. field-side) face of that hedge twice a year.
Neither the external (i.e. Bypass side) face of the hedge nor the top have however been clipped for several years, which rather defeats the purpose of clipping the internal face. The original height of around 2 metres is apparent for a long stretch of the hedge, but new growth of between 1 and 2 metres has been allowed to go unchecked, resulting in an untidy, neglected hedge, rather than a well-managed, compact shape. The attached photos show the hedge as it is at the moment, without foliage, and as it was last summer, in full leaf.
The overgrown hedge also creates a road safety hazard: motorists approaching the roundabout from the east have their views obstructed by the hedge, so that they cannot see until the last minute the waiting area for the pedestrians/cyclists crossing over the Bypass from south to north, on what is National Cycle Network Route 1.
Presumably, as the highways authority, the County Council is responsible for clipping the external face and top of the hedge. Can this be done during the course of the current winter, please, so that nesting birds are not disturbed?
