Reported via desktop in the Obstruction on pavement/verge category anonymously at 13:56, Wednesday 9 February 2022

Sent to Lincolnshire County Council less than a minute later. Council ref: 416846.

The hedge between 43 and 45 Pennygate has grown over the footpath limiting the width particularly for people with buggies and wheelchairs. Also obstructing the view which has caused pedestrians to have to take dangerous avoiding actions to get out of the way of mobility scooters using the footpath.

  • We are sorry but we are not taking immediate action with this report because the hedge in question has recently been cut back and is no longer causing an obstruction. Thank you for reporting this matter.

  • The hedge has not been cut back recently. Certainly not within last 4 months. The photo shows the hedge this morning. It was the same when I reported the it 2 days ago. It encroaches 600mm onto the path. This makes it impossible for pedestrians to pass easily and certainly not when there is a mobility scooter or child’s buggy is involved. Again yesterday pedestrians had to walk in the road. Incidentally the hedge in front of numbers 39 and 41 Pennygate extends 700mm onto the path!

  • Your comments are noted. Currently our resources are such that we have to restrict our efforts to dealing with encroachments that are considered a significant danger or nuisance to users of the highway. In this instance we do not intend to take any immediate action, however we will continue to monitor the site as part of our routine inspections of the highway and will review the situation as necessary.

  • Thank you for your response. I fully appreciate the Council's position. However, I would like to state, for the record, that I was asked, by the Council, to cut back my hedge outside number 47 Pennygate. This was for reasons of safety. I have done so and will always continue to do so.
