Bins permanently on the foot path

Sent to Lincolnshire County Council less than a minute later. Council ref: 417582.

No 23 Campbell street have not moved there bins from the footpath since before Christmas . It makes it difficult for people with prams/pushchairs and mobility problems to get by.
