Sunken Anglian Water Access Point?

Sent to Lincolnshire County Council less than a minute later. Council ref: 418999.

This has been sinking for many months and has now reached a greater depth. Not sure why it hasn't been picked up by the 'inspector' responsible for the A15 but it is only like so many others that he/she cannot seem to see!
