Dying or diseased tree problem

Sent to Lincolnshire County Council less than a minute later. Council ref: 4172169.

During the high winds part of this tree came down. We went out to sort it & removed the debris. The rest of the trunk is rotten at the base & is leaning towards the road. Please can we go back & remove it too.
