Dying or diseased tree problem

Sent to Lincolnshire County Council less than a minute later. Council ref: 4172394.

ref: 4171707, was originally reported as the tree had fallen into their garden from the highway, so wanted us to clear it from his property. We've closed that job down after "completing work", but the tree is still on his property. Can we please arrange to clear this or advise MOP what we are doing?
