Trailer full of branches left on roadside for approx 1 year

This trailer has been filled with willow tree branches outside 58 Station Road which owner refuses to move even though neighbours have offered to take it away. He has now started leaving plastic boxes on The roadside as well. The road is strewn with bits of twigs and leaves which become slippery in the wet. The footpath opposite is overgrown with grass and weeds so unuseable. The roadsweeper does not come down as no hard verges. Please can something be done?
