Overgrown tree overhanging A1133 main road

Sent to Lincolnshire County Council less than a minute later. Council ref: 423156.
The two photos were taken on 19 March and show the oak tree (lower of the two large trees) overhanging the A1133 main road. Since I believe this tree has a TPO (Schedule ref. T306), I accept only limited trimming may be possible, however now that the new growth has appeared, it is obvious that there are a number of dead branches. I am concerned that if these were to fall, they may cause damage or disruption to traffic or injury to persons using the verge beside the road, or accessing our property at Grange Farm. Would it be possible to assess the extent of trimming required to make the tree safe and then carry this out, with the necessary traffic management in place during trimming?
