Ineffective repar

Sent to Lincolnshire County Council less than a minute later. Council ref: 427747.
For many years issues were raised to have the tree on the corner of Ladywood Road and West Elloe Avenue removed. Eventually after planning applications and appeals the tree was felled. This left a stump and a very uneven pavement with dropped kerb. Today workmen completed a job for which they had been allocated 3 days to remove the remaining tree stump and reinstate the pavement. I can report that after 48 hours they have finished the job BUT... as they were unable to remove the stump and nobody was provided to grind it down and they waited 24 hours for this they have tarmaced OVER the stump. This has left an uneven surface, has done nothing to solve the original problem and is totally unacceptable. This is a serious waste of both time and Council taxpayers money. I would request an urgent inspection and the job to be done properly...

Disgraceful repair/workmanship/planning. Total waste of tax payers money. 4 vehicles, 6-8men, 3 way traffic control, 1 day to dig out and expose the offending tree root, day 2 more traffic control all morning whilst doing nothing. At 11.40hrs work was no further forward than when left the previous day, by 13.15hrs the hole that had been dug out had been filled badly with tarmac and the offending tree stump had been covered in tarmac without any attempt to remove/grind it out. Leaving the same problem that was there in the first place. Disgraceful.

We are sorry but we are not taking immediate action with this report because whilst we appreciate the finish is not to the highest standard and we have taken this up with our contractor, we do not feel it justifies a return visit and the disruption that would cause to the public with the traffic management required at this location. Thank you for reporting this matter.

Thank you for your update although I have to say that it is what I have come to expect from LCC. The repair is not, as you say, just "not to the highest standard", it will prove to be a waste of tax payer's money as in a very short time it will need to be replaced. I hope when that happens, as it must, whoever does it removes the offending stump rather than merely camouflaging it with tarmac. This matter will be taken up with our local Councillor.

Thank you for your response. Disappointing to say the least. I hope that no one in a wheelchair has the misfortune to tip over into the road and be hit by a car and killed whilst we wait for LCC to make a proper repair! If as you say a contractor is responsible for this work and not LCC direct employees they need to be made to complete the repair properly at their expense. The disruption to traffic is a minor irritation to save someone being hurt or killed due to poor workmanship. Besides which LCC has no regard for the traffic disruption that is happening all over Spalding at the moment especially Spalding Road, Pinchbeck and Enterprise Way. Another set of light for a few hours is going to make very little difference to time waiting in line.

Thank you for your further update. It is clear that LCC have no intention to rectify what is very poor workmanship. Should an accident occur as a result of this work I have no doubt any victim will be pursuing a claim against yourselves. In the meantime I will continue monitoring the situation and as soon as the surface breaks up, which it undoubtedly will, I will be sure to keep you advised.

I have today had the 'pleasure' of walking on the reinstated pavement. To my surprise it seems that workmen have again visited the site and have now replaced the drain adjacent to the dropped kerb. I have previously mentioned in this or other reports that in all likelihood the problem with the blocked drain was caused in part by the roots of the now felled and buried tree. Whether the flooding will have been corrected by the new drain cover who knows. It would however seem to have been sensible when doing the replacement to fill in the adjacent pothole. What we have now is a grating which is higher than the adjacent road which will undoubtedly fill with water when we get rain again, assuming climate change has not put a stop to rainfall. At least this poor workmanship matches the tree stump and its coating of tarmac. It seems that there is a total lack of joined up thinking and indeed pride at LCC and/or Anglian Water whoever is responsible for the drainage. I hate to keep on about this but it would be beneficial if somebody who cares about the area could actually investigate 'properly' and deal with the totally ineffective work which has already been carried out. If somebody from LCC would care to contact me I would be happy to discuss the problem in detail...
