Sent to Lincolnshire County Council less than a minute later. Council ref: 434644.
The water is a result of recent rain, but it is three inches deep and forces pedestrians to step on to the grass verge or into the (very fast moving) traffic. The water seems to stop flowing freely because of the recently erected metal stile.
