Pedestrian walkway connecting Grosvenor Avenue and Heathcote Road

The pedestrian walkway between Grosvenor Avenue and Heathcote Road is unlit. In the dark, visibility is poor to nil and it is difficult for people to see where they are walking. There is a kerb between the footpath and grass; in the dark, this is a trip hazard, as are the holes around the manhole cover (see photo). Additionally, there is a 'triangle' between the wall and cotoneaster bush (see photo) in which someone could secret themselves. One night, as I was walking through the walkway, I disturbed a couple secreted in that 'triangle' . Fortunately, they were more interested in each other than me, but I hadn't seen them and I wouldn't have seen someone loitering with more sinister intent. Also there are often discarded cans and bottles there, which suggest people do loiter there. I summary that walkway is not safe for pedestrians in the dark. I assume that a full size street light will be expensive, and an irritation for the neighbouring houses, but an illuminated bollard would help. Please.
